OSCE/ODIHR Election Observation Mission Final Report

In response to an invitation from the Government of the United States of America to the OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR), the OSCE conducted an Election Observation Mission (EOM) of a targeted nature to the 2 November 2004 elections. The OSCE EOM assessed the elections in terms of their compliance with the 1990 OSCE Copenhagen Document and other international standards for democratic elections. Implementation of the 2002 Help America Vote Act (HAVA) with regard to elections for federal office, notably the presidential election, was of particular interest.
